Malta Permanent Residence Programme

The Malta Permanent Residence Programme (MPRP) offers non-EU, non-EEA, and non-Swiss nationals the opportunity to obtain permanent residency in Malta through investment. This status allows beneficiaries and their registered dependants to reside, settle, and stay indefinitely in Malta, with the added benefit of visa-free travel within the Schengen Area for up to 90 days in any 180-day period.

Eligibility Criteria

Applicants must meet the following requirements:

Age

Be at least 18 years old.

Nationality

Be a third-country national, excluding citizens from the EU, EEA, or Switzerland.

Sanctioned Countries

Not hail from any sanctioned countries or other ineligible countries, as announced from time to time by Residency Malta Agency.

Financial Resources

Possess stable and regular financial resources sufficient to maintain themselves and their dependants without recourse to Malta’s social assistance system.

Asset Requirements

Demonstrate ownership of assets for a minimum of €650,000 (of which €75,000 are in the form of financial assets), or €500,000 (of which €150,000 are in the form of financial assets).

Qualifying Property

Applicants must either purchase or rent qualifying property in Malta:

Purchase

Acquire a property with a minimum value of €375,000, regardless of location in Malta or Gozo.

Rental

Lease a property with a minimum annual rent of €14,000, irrespective of its location in Malta or Gozo.

Financial Contributions

The following contributions are required:

Government Contribution:

  • €37,000

Administrative Fee: 

A non-refundable administrative fee of €60,000 for a Main Applicant:

  • €15,000 payable within one month of application acceptance
  • Remaining €45,000 payable within two months of the Letter of Approval in Principle being issued.

An additional €7,500 applies for each and every dependent, in line with the requirements stipulated in the Subsidiary Legislation 217.26.

Donation:

€2,000 to a local registered philanthropic, cultural, sport, scientific, animal welfare, or artistic NGO or society registered with the Commissioner for Voluntary Organisations.

Dependants

The MPRP allows the inclusion of the following dependants in the same application:

Note: This age restriction does not apply to adult children certified as having a disability under the Equal Opportunities (Persons with Disability) Act.

Spouse or Partner

The spouse or partner in a long and durable relationship.

Children

Unmarried and financially dependent children up to the age of 29.

Parents and Grandparents

Financially dependent parents and grandparents of the main applicant and/or spouse.

Application Process

Applications must be submitted through a Licensed Agent accredited by the Residency Malta Agency. The agent will guide applicants through the process, ensuring compliance with all programme requirements.

Compliance and Monitoring

Beneficiaries of the Malta Permanent Residence Programme must comply with the programme conditions on an ongoing basis. This includes maintaining the qualifying property (either through ownership or a valid lease agreement), remaining in possession of the required assets , and holding valid health insurance coverage.

During the first five years from the date of issuance of the certificate of permanent residence, the Licensed Agent must submit annual proof of compliance to the Residency Malta Agency on behalf of the beneficiary.
