DMLC II may commence
Further to ratification of the Merchant Shipping (Maritime Labour Convention) Rules of 2013, the Maltese Authority has announced that Recognised Organisations may commence with the DMLC II reviews and the conduct of on board inspections.
DMLC stands for the Declaration of Maritime Labour Compliance, and the Declaration is intended to summarise local legislation in respect of 14 areas of maritime standards which would have been agreed upon. In this respect the Maltese Authorities are expected to provide DMLC I which is ship specific and the shipowner is expected to develop, implement and ensure that the standards in the national legislation are complied with in ship specific DMLC II.
The Maltese Authority has just informed all Recognised Organisations that early commencement of DMLC II reviews and the conduct of on board inspections may begin. Upon the receipt of the requested information, the Recognised Organisation will proceed with providing all the information to the Maltese Authority.
When the Authority is satisfied that the process has been completed to its satisfaction, the Recognised Organisation will proceed with:
- Providing each ship with a Statement of Compliance for Maritime Labour Convention;
- Upon the entry into force of the Merchant Shipping (Maritime Labour Convention) Rules, in August 2013 the Recognised Organisation shall proceed with the replacement of the Statement of Compliance for Maritime Labour Convention with the Maritime Labour Certificate;
- The Maritime Labour Certificate shall be issued with an expiry date that does not go beyond five years from the date of completion of the inspection on which the Statement of Compliance for Maritime Labour Convention was based.
