On the 14th January 2013, Neelie Kroes, in her capacity as Commissioner responsible for telecommunications within the European Union, issued a statement that the EU will dedicate this year to introducing reforms in the regulation of the pan-European telecoms market.

She stated to the Financial Times that the EU is in the process of implementing a variety of measures aimed at providing stable conditions for competition, investment and growth in the telecoms sector. Particular attention is being made to creating an environment which makes the prospect of cross-border investment a more attractive prospect.

This is set to be done by encouraging stronger cooperation between regulators in Member States and the EU Commission, as well as encouraging asset-sharing between companies to promote further investment. It remains to be seen what these policies will mean in practice.

The statement was made further to a report in a business newspaper that EI competition chief Joaquin Almunia met with the head of several of Europe’s biggest telecom groups to consult on the way forward in this sector. Some of the big names included Telecom Italia, France Telecom, KPN and Belgacom.

It remains to be seen what developments will take place to implement this policy.
